In the UK the social services are always getting slated for mishaps - such as the recent case of a child who was killed by his 'future' adoptive parents by a large intake of salt. However, I think that on the whole the social services (at least in this country) are unsung heroes - stopping more cruelty than letting pass by. We have to remember also that they have guidelines and rules to adhere to.
Of course every child that is 'missed' by the system is a tragedy and I would say nothing else, but are we right to condemn when they do their best most of the time.
