Even given that the parents were almost children themselves, how can our welfare services have missed a child so badly abused that many of her bones were broken and she was so ill-treated that she eventually died.
I get so angry and upset when I hear of a tot suffering in this way.

YOu're quite right, Fluffy - it's despicable. It's difficult indeed to think of a punishment harsh enough for one culpable of such deeds.
